How do I get in contact with my Congressman?

I would like to tell the Congressman representing my county, Caldwell County, that I do not support monthly bandwidth rates among cable ISPs. There should be legislature forbidding this; the government needs to stand up for the rights of the people which are being trampled by the corporations. Keep in mind this isn't about that issue, I just want to learn how to get in touch with him. Yes, I'm talking about state legislature; the big guys wouldn't listen to me. I live in Lockhart, Texas, in Caldwell County.
